If RUN dialog box is not working in Windows, perhaps your Computer is infected by a virus. First clean your computer with a good antivirus (my personal favorite is free antivirus Avast) and then Run regedit and navigate to the keys below:
User Key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]
System Key: [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]
Name: NoRun
Type: REG_DWORD (DWORD Value)
Value: (0 = disabled, 1 = enabled)
Just right click on and delete the "norun" values
Then reboot.

Do you like to say that rename the existing file "NoRun" to "REG_DWORD (0 or 1)
No. Just delete the NoRun entry or change its value to 0 to enable Run dialog box.
